Start from your markets, not the licence. If you serve the UK, Germany, the Netherlands, or any Tier-1 regulated market, no offshore licence works, that is a Malta or local-licence route. Offshore covers everything else: Latin America, parts of Asia and Africa, crypto-native segments.
Decide on payments before price. The single most useful question is which licence you can actually get banked with, because the cheaper the licence, the harder the banking. This is the question that decides whether the licence is worth anything, and almost nobody leads with it.
Weigh credibility against cost honestly. Anjouan is cheapest and fastest but bottom-tier and hard to bank. Nevis and the Canadian First Nations licences cost a little more and bank far better. Curacao is the established standard at a higher price. Tier-1 is the most credible and the most expensive.
Match to a real, recognised option. Make sure what you are buying is an actual licence. Costa Rica, for instance, is not a gaming licence at all, it is a company plus a server permit, and your bank will treat it that way.
Confirm processing in writing before you commit. Get a named processor to confirm they will underwrite your licence, product and markets, at what decline rate, and whether they need an EU holding company. If you cannot get that, you have a licence and a hope, not a payments setup.

How do I know if a 'licence' I am being sold is real?

Check that an actual gaming regulator issues and supervises it and that there is a public register you can look up. Some products marketed as gaming licences are not, the clearest example being Costa Rica, which is a company registration plus a municipal data-processing permit with no gaming regulator behind it.

Should I just pick the cheapest licence?

No. The cheapest licence is usually the hardest to bank, so the saving can come straight back out of your conversion at the cashier. Choose on markets and payments fit first, then cost. The right answer is the cheapest licence that your markets accept and your processors will underwrite, not the cheapest licence overall.
