How to Choose an Offshore Gaming License

Most operators choose on price and regret it at the cashier. Here is the framework that starts where it should: with whether you can actually get paid.

The framework // five steps, in order

The options // matched to the framework

Once you have run those steps, the shortlist is small. The honest options, cheapest to most credible:

Anjouan is the cheapest and fastest real licence, but bottom-tier and hard to bank. Nevis costs a little more and banks far better, the budget option that is actually credible. Tobique and Kahnawake are the Canadian First Nations licences, more credible than Anjouan with a North American backdrop. Curacao is the established standard at a higher price. Costa Rica is not a licence at all, treat it as a support base only. The head-to-heads that frame the trade-offs are Curacao vs Anjouan and which licence actually gets you banked.

The qualification runs this exact framework for you. It reads your markets, budget and payment mix, then returns the licence that actually fits, the real cost and timeline, and the payments reality, and tells you plainly when a route is wrong for you.

Common questions

What is the most important factor when choosing an offshore gaming licence?

Payments, not price. The cheaper and lighter the licence, the harder it is to get banked, and a licence you cannot process payments against is worthless. Start from which licence your target markets and payment partners will actually accept, then weigh cost and speed against credibility.

What is the cheapest offshore gaming licence?

Anjouan, at around €17,828 a year all-inclusive, is the cheapest genuine licence, and the fastest at two to four weeks. The catch is that it is bottom-tier, its legal basis is contested, and it is the hardest to bank, so most operators run crypto-first. Costa Rica looks cheaper still but is not a real licence at all.

Which offshore licence is best for banking and card payments?

Among affordable offshore options, Nevis (FATF-whitelisted and marketed on banking) and the Canadian First Nations licences (Tobique, Kahnawake) bank better than Anjouan or Costa Rica. Curacao is workable through specialist processors. Tier-1 licences are best of all, at much higher cost. The full ranking is in our which-licence-gets-you-banked guide.

How do I know if a 'licence' I am being sold is real?

Check that an actual gaming regulator issues and supervises it and that there is a public register you can look up. Some products marketed as gaming licences are not, the clearest example being Costa Rica, which is a company registration plus a municipal data-processing permit with no gaming regulator behind it.

Should I just pick the cheapest licence?

No. The cheapest licence is usually the hardest to bank, so the saving can come straight back out of your conversion at the cashier. Choose on markets and payments fit first, then cost. The right answer is the cheapest licence that your markets accept and your processors will underwrite, not the cheapest licence overall.
